초록

The global cultural content market has seen rapid growth, intensifying international competition and establishing the content industry as a vital contributor to national economic development. South Korea is widely regarded as a successful example in content industry promotion, prompting the Thai government to consider adopting the Korean model. Korea’s Korea Creative Content Agency (KOCCA) has developed a well-structured legal and strategic framework that serves as a key reference for Thailand’s forthcoming Thailand Creative Culture Agency (THACCA), which aims to consolidate support for the country’s cultural and creative sectors. This study has three main objectives: to evaluate Thailand’s current legal and governance framework for content promotion and identify its limitations; to analyze the KOCCA model and extract applicable policy insights for Thailand; and to explore opportunities for practical cooperation between KOCCA and THACCA to encourage mutual industry growth. The analysis compares the founding purposes, organizational structures, legal frameworks, and inter-agency coordination of both countries’ content promotion bodies. The study concludes by proposing concrete strategies for bilateral collaboration, aiming to support sustainable and synergistic development of the content industries in Korea and Thailand.

The analysis compares the founding purposes, organizational structures, legal frameworks, and inter-agency coordination of both countries’ content promotion bodies.
