본 논문은 일본이 쟁점화하려는 남쿠릴열도의 영토분쟁과 관련된 정부 간 관계악화의 가능성을 분석하는 데 목표를 둔다. 일본은 동북아시아 영토분쟁에서 더 이상 현상유지를 원하지 않는 ‘도전국’이라고 지정하고자 한다. 러시아는 미국이 자국의 남치군사적 이익을 추구하기 위해 남쿠릴열도 영토분쟁에 제3자의 입장에서 참여하고 있다고 간주하고 있다. 센카쿠 및 남쿠릴열도의 영토분쟁은 군사, 정치 및 역사적인 측면에서 상호 연관되어 있다. 중국과 러시아는 미-일 동맹을 거부하기 위해 상하이 협력기구의 틀에서 지구적 차원의 전략적 균형을 유지하기 위해 노력하고 있다. 그럼에도 영토분쟁의 직?간접적인 당사국들은 지속되는 국가 간 영토분쟁을 해결하기 위해 ASEAN+3과 같은 지역경제통합 등으로 평화적인 해결방안을 모색해야 한다.
Abstract
The paper aims to analyze the possibility of the deterioration of intergovernmental relations referring to territorial disputes over Kuril Chin that Japan is more and more aggressively claiming. Suppose Japan is the Challenger-state, which is no longer working to preserve the status-quo in the territorial problems of North-East Asia. To analyze Challenger-state's foreign policy related to territorial disputes, it is required to comprehend its internal political culture and system, which influences the way of interpretation of international law and history. Russia regards US as a third party, participating in the territorial dispute over Kuril chain. for its own political military interests. The territorial disputes over Diaoyudao and the Kuril chain are interrelated from the political and historic point of view. China and Russia are placing much effort in maintaining the strategic balances and stability in the framework of Shanghai Cooperation Organization (SCO) to defy US-Japan alliance. To counter US’ pivot to Asia, the Russian Federation tries to strengthen relations with China, thereby improving its economic, political and military positions in North-Eastern Asia. The point is that these countries are seeking systematic joint action in the framework of realism.
