Abstract
The inscriptions on Greek stelai installed outdoors were characterized as public records/documents no matter if they were produced for either private or official purpose. The public stelai composed with text and relief image are communicative enough for illiterates to deem the contents of the documents in Athens. Most of Athenian public stelai, of which contents related with diplomatic or political issues and honored individuals, were erected in Acropolis so that the visitors could share the published information. The boule (βουλή) and the Council of the Areopagus (βουλή του Αρείου Πάγου) were held in Agora. The Athenian Assembly (εκκλησία) was held in Pnyx. The same stelai were erected in each place in order to publish the document and the image of laws against dictatorship or anti-democratic activities. When we understood comprehensively the text and the relief image of the Athenian public stelai as well as the location of their installment, it may be seen a phase of Athenian democracy. The main agents of political activity, the citizens, are designed to communicate political, economic, civil and diplomatic information with the related people.
