Abstract
This paper analyzes the possibility of political cycles in government expenditures to be caused by presidential elections in Korea. According to the traditional theory of political business cycles, incumbents may increase government spendings before elections in oder to be reelected and employ tight fiscal policy to reduce inflationary pressure after elections. But the empirical results with annual data of Korea show that there are not opportunistic changes in government spending which can cause the traditional political cycles of government expenditures under the single-term presidential system. Instead, government expenditure increases in the first year of presidential term and decreases in the last year of the term.
