Abstract
This paper examines U.S.–North Korea relations during the Kim Jong Un era through the lens of the recognition game. Existing work largely emphasizes weak-state survival logic, overlooking North Korea’s interactive pursuit of diplomatic recognition and, in turn, narrowing our understanding of great-power–small-state politics. To address this gap, we combine text-mining analysis of Kim Jong Un’s New Year’s Addresses (2013–2019) with a recognition game framework to map evolving discourse flows and underlying identity claims, and to reinterpret the 2018–2019 U.S.–North Korea relationship as a structured cycle of recognition. Our findings demonstrate that North Korea (i) seeks equal negotiating status via its nuclear capabilities and (ii) leverages that status to push U.S.–DPRK talks on peace and development. We also show that U.S.–North Korea ties cycle through phases of friendship, slave, and hostility, underscoring asymmetric superpower–weak-state dynamics. By foregrounding recognition’s social dimension, this mixed-methods approach shows how shifts in mutual recognition can reshape bilateral relations.
