김정은 정권 10년을 지나는 시점에서 북한의 핵정책을 적절한 이론을 적용해 설명하고시사점을 도출할 필요가 크다. 이를 위해 전략적 삼각관계론을 이론적 자원으로 활용한다. 북한은 네 시기 중 협력기를 제외하고 일관되고 집중적으로 핵능력 고도화 조치를전개해나갔다. 남북미 삼각구도에서 북한은 삼각 경영관계로 전환하지 못하고 안정적결혼상태로 회귀하였다. 북한은 삼각구도에서 대미관계를 우선하고, 이슈에서는 안보문제를 중시하는 태도를 나타냈다. 분석 결과 북한의 이슈 위계 전략을 타파하는 것이비핵화에 중요함을 알 수 있다. 그 방안으로 한미 공조 지속, 남북관계의 자율성 확보, 일관된 대북 메시지 발신 등을 꼽을 수 있다.
Abstract
Recognizing the 10 years of Kim Jong-un regime, it is necessary to explain the pattern of its nuclear policy by applying relevant theories. For this purpose, this article is applying strategic triangle theory to obtain implications on the issue. North Korea has consistently and intensively implemented measures to upgrade its nuclear capabilities, except for the cooperative phase of the four periods. In the triangular structure of South Korea, North Korea, and the United States, North Korea failed to transform into a menage a trois, returning a stable marriage status. In addition, North Korea produced a pattern of dual-issue hierarchy, such as prioritizing relations with the United States in a triangular structure and prioritizing security issues in relations with South Korea. As a result of the analysis, it turned out to be critical to disrupt North Korea’s dual-issue hierarchy strategy for denuclearization, therefore such measures as continuing ROK-US cooperation, securing autonomy in inter-Ko
