소상공인의 사회안전망에 관한 연구

Abstract

In the situation where the real income of small business owners is 60% of the average wage of wage workers, the 5 year survival rate of one self-employed person is 30%. So small businesses are in a fierce competition. As a result, the social costs of closing a small-scale business are up to 30 trillion won in Korea as a whole. It is urgent to establish a social safety net for small business owners because the dismissal and retirement of small business owners are more likely to become social problems due to social polarization and welfare financing. Even though the retirement income guarantee system of small business owners is lower than that of wage workers, small business person are excluded from Durunuri Social Insurance(National insurance support business). The ratio of small business person with income not reaching the average monthly wage of 1.4 million won is 10%, and 70% of small businesses are not ready for retirement. Therefore, in order to establish a social safety net for the dismissal of small business owners and to prepare for retirement, A self-employed person should be included in the target of the Durunuri support project. Also, the scope of the project will be extended to health insurance and industrial accident insurance.
