사회보험의 사각지대에 관한 고찰 - 두루누리 사회보험 지원사업을 중심으로 -

Abstract

Most of the Korean people are enjoying the benefits of social insurance. However, some are still excluded from the social insurance benefits eventhough they are facing with diverse social risks, such as childbirth, childcare, unemployment, old age, disability, disease, poverty and death. Againstthis background, the Korean Government started to implement a projectfor eliminating the blind spot of the social insurance, as a part of the socialinsurance subsidy program. From July 1, 2012, Durunuri Social InsuranceSubsidy Program was introduced as a project for subsidizing contributionsof the National pension and the employment insurance at a differentialrate, up to 50 percent, to employers who have employees with averagemonthly wage of 1.25 million won, among businesses with less than 10employees, and their employees. Recently, the Program is expanded to theemployers who have employees with average monthly wage of 1.35 millionwon, among businesses with less than 10 employees, and their employeesand provides subsidies at a fixed rate of 50 percent. Durunuri Social Insurance Subsidy Program aims at eliminating the blindspot of the social insurance as well as encouraging people to find jobs asa compensation policy of work incentives. Still, the Program has someproblems. First, the Program provides subsidies only to wage workers. Second, it is difficult to meet requirements for applying for the subsidy ofthe social insurance. Third, the Program provides subsidies at a fixed rate. The last is the Program is limited to the employment insurance andthe National Pension among the social insurance systems. Based on such problems, this study deals with the history and thecurrent status of Durunuri Social Insurance Subsidy Program, which wasintroduced by the Government in order to eliminate the blind spot in thesociety, and then presents the limits of the Program and the recommendationsto improve it.
