2013 전계층 유아 보육･교육비 및 양육비 지원 확대 정책 분석: 정책 수혜유형별 아동의 기관 이용 유형 및 언어발달에 주목하여

초록

본 연구는 2013 전계층 유아 보육･교육비 및 양육비 지원대상 확대 이후 정책 수혜유형별로 아동의 기관 이용 유형과 언어발달에 차이가 있는지 검토하였다. 이를 위해 한국아동패널(PSKC) 4차(2011년), 6차(2013년) 자료를 바탕으로 기술통계 및 이원고정효과모형(Two-way fixed effect)을 활용한 이중차분법(Difference -in-differences)을 수행하였다. 그 결과 정책수혜집단별로 기관 이용 양상에 유의한 차이를 보였으며, 확대지원집단 아동의 언어발달이 더 긍정적으로 나타났다. 이러한 연구 결과에 기반하여 보편적 복지 관점의 유아 보육･교육비 및 양육비 지원정책이 교육 형평성 측면에서 재고되어야 하는 지점들이 있음을 제언하였다.

Abstract

This study examined whether there were differences in types of institutional use and language development according to the type of policy beneficiary, following the 2013 expansion of support for childcare, education, and child-rearing costs for all classes. To achieve this, we performed descriptive statistics and a difference-in-differences analysis using a two-way fixed effects model based on the 4th (2011) and 6th (2013) wave data of the Korean Children and Youth Panel Survey. The results revealed significant differences in institutional use patterns among the policy beneficiary groups. Specifically, children in the expanded support group demonstrated a more positive receptive vocabulary development. Based on these findings, we suggest that the universal welfare approach to childcare and education cost-support policies should be reconsidered in terms of educational equity.
