그 동안 취약계층 자녀를 위한 조기교육에 대한 투자의 중요성을 인정하면서도 그 보상교육의 효과에 대해서는 회의적인 생각이 지배적이었다. 그렇지만 인지 능력보다는 정의적 능력에서 변화를 통한 조기 유아교육의 유의미한 효과를 보여주는 일련의 연구결과는 빈곤에 대한 보상교육이 학업성적 향상과 이를 바탕으로 한 높은 사회경제적 지위 성취를 가정한 종전의 기본이념에 대한 전환점을 제기하고 있다. 또한, 사회형평성 차원에서만 고려되던 취약계층에 대한 조기교육 프로그램은 장래에 발생할 수 있는 사회적 비용을 줄일 수 있다는 점에서 사회적 효율성을 동시에 달성할 수 있는 정책으로 여겨지고 있다. 본 연구의 목적은 유아교육 단계에서 취약계층에 대한 차별화된 지원을 통해 사회성ㆍ정서 및 언어 발달의 결손을 예방하기 위해 고안된 교육복지 유아 프로그램인 ‘두런두런’의 효과를 검증하는데 있다. 두런두런 프로그램은 사회실험적 요소를 가미하여 인과적 추론이 비교적 가능한 비동질적 비교집단 설계를 따르고 있으며 345명의 처치집단과 295명의 비교집단을 구성하여 처치집단에는 20번에 걸친 개별적인 프로그램 및 4번에 걸친 가족단위 프로그램이 약 9개월 동안 실행되었다. 또한 개별 유아의 고유한 특성을 상쇄시키기 위해서 프로그램 시행 이전과 이후의 자료를 사용하여 처치집단과 비교집단의 차이를 통제하면서, 시점 간 결과변수 값을 차분하는 이중차감법을 통해 관측되지 않은 선택편의를 제거하는 방법을 사용하였다. 본 프로그램에 대한 분석결과는 유아의 사회성ㆍ정서 및 언어 발달에 효과적이며 두런두런 프로그램 실행과 효과 간에 유의미한 인과적인 관계가 있음을 보여주었다. 이론적으로 본 연구는 국내에서는 거의 연구되지 않은 조기교육의 효과를 검증하는 측면에서 의미가 있다. 실천적인 측면에서 교육사회 정책의 효과성 검증에 필요한 모형, 자료 구축과 각종 절차를 제시하고 있다는 점에서 의미가 있다. 또한 본 유아 프로그램이 민간의 자원봉사 활동을 통해서 유의미한 효과를 냈다는 것은 공공정책을 통해 교육복지 수요를 모두 충족시킬 수 없는 상태에서 공적 교육복지를 보완하기 위한 방안을 제시하였다는 점에 의의가 있다.
Abstract
The salience of early childhood education for the vulnerable is widely recognized but its compensatory effect is suspicious in Korea. A series of studies, showing the effective change of children's development through noncognitive ability, provide new direction different from earlier documents focusing on enhanced social status via academic achievement. Investment in the vulnerable children, only ever considered through a social equity perspective, is another way to simultaneously achieve social efficiency since the investment for the vulnerable potentially mitigates the social costs incurred by them. The purpose of this study is to examine the do-run-do-run project which is invented for social, emotional, and language development of the socioeconomically vulnerable children. This sets up non-equivalent comparison group design which includes the characteristic of the social experiment. This study applies a difference-in-difference method which compares difference before and after treatment in adjusting difference of control and treatment group to remove individual infant's traits. The result shows that do-run-do-run program significantly increases children's social and language ability. However, the increasement does not rise to median level. This may indicate that strengthening of the program input is necessary. This study theoretically provides an effect of early childhood intervention on the socioeconomically vulnerable children and practically provides a model, data gathering, and procedure for causal analysis. Lastly, the fact that civilian's volunteering activity makes program effective signifies that it successfully compensate for public welfare in an era lacking in public welfare resources.
