Abstract

This study examines the existing research on government trust that has been carried out in various countries in various perspectives. It discusses and analyzes new perspectives which have not yet been discussed in Korea. I would like to elaborate whether government trust is the result of an evaluation of the current regime, or an evaluation of the government system. The results of the statistical analysis show that the three Nordic countries have more trust than the three East Asian countries in terms of government trust, government system trust, general trust, and particularized trust except that the governmen trust and the particularized trust of China have the highest points. Second, government trust and government system trust are closely related in all six countries. Third, except for Korea and Japan, general trust has a positive effect on trust in the government system. On the other hand, particularized trust does not affect trust in government systems in all six countries. Fourth, except for Korea, general trust has a positive effect on government trust. And, except for Japan, particularized trust affects government trust. These findings are summarized as follows. First, unlike government system trust, government trust does not consist of long-term interests and moral values of the national community. Second, government trust represents a strong causal relationship with government system trust. Third, government trust is more influenced by particularized trust than general trust except for Japan. In other words, government trust is partly based on long-term interests but is more influenced by short-term gains. This is because the trust of government is linked to the trust of the government system, but the government trust is strongly influenced by the policy evaluation of the current regime.
