정부신뢰의 영향요인에 관한 연구: 제도 성과요인을 중심으로

초록

본 연구는 정부신뢰와 그 영향요인 간 관계를 시계열 관점에서 분석하였다. 정부신뢰 영향요인에 관한 기존 논의를 토대로, 제도 성과요인 중 정책과 행정서비스 그리고 공무원 자질에 대한 국민들의 평가가 중앙정부와 지방자치단체에 대한 국민들의 신뢰에 어떠한 영향을 미치는지를 2010년부터 2019년까지의 「행정에 관한 국민 인식조사」 자료를 이용해 분석하였다. 주요 분석결과는 다음과 같다. 첫째, 중앙정부와 비교해 지방자치단체에 대한 국민들의 신뢰가 시간이 지날수록 상대적으로 더 낮아졌다. 둘째, 정부신뢰에 영향을 미치는 제도 성과요인이 측정시기에 따라 달라졌다. 셋째, 시간이 지날수록 정부신뢰에 중요성을 갖는 제도 성과요인의 수가 증가하였다. 이러한 연구 결과는 다음과 같은 시사점을 제공한다. 첫째, 시간의 흐름에 따라 정부신뢰를 둘러싼 맥락 역시 변화한다는 점에서 정부신뢰와 관련한 보편적인 영향요인 도출이 어려울 수 있다. 둘째, 정부가 제도 성과요인의 관리를 통해 정부신뢰를 높일 수 있는 여지가 증가하고 있다. 셋째, 정부신뢰를 둘러싼 맥락에 대한 이해가 중요하다는 점에서 사회변화를 읽어내는 공무원의 식견이 요구된다.

Abstract

This study analyzed the relationship between trust in government and institutional performance from a time series perspective. Existing discussions on factors influencing trust in government were reviewed. And among the institutional performance, it was analyzed how the public’s evaluation of policy, administrative services, and quality of public servants affects the public’s trust in the central government and local governments. For the analysis, data from 「A Survey of Citizens’ Perception on Public Administration」 from 2010 to 2019 were used. The main analysis results are as follows. First, compared with the central government, people’s trust in local governments has become relatively lower over time. Second, institutional performance factors affecting trust in government varied depending on the timing of measurement. Third, as time passed, the number of institutional performance factors that are important to trust in government increased. These findings provide the following implications. First, it may be difficult to derive universal influencing factors related to trust in government, as the context surrounding trust in government also changes over time. Second, there is increasing room for the government to increase trust in government through the management of institutional performance factors. Third, since understanding the context of trust in government is important, the insights of public officials who read social change are required.
