본 연구는 지방자치단체의 디지털 전환 구현을 위해 필요한 핵심 요인을 규명하기 위해 단체장의 디지털 리더십, 조직학습문화, 구성원의 혁신행동, 디지털 전환 간 관계를 실증적으로 분석하였다. 최근 행정의 디지털 전환은 기존의 기술 도입과 활용 중심 접근의 한계를 자각하고, 실제로 관련 정책을 수용하는 조직문화, 구성원의 인식 및 행동 변화를 강조하고 있다. 이를 고려하여 본 연구에서는 주요 변수들 간 직접적 영향 관계를 포함하여, 디지털 리더십이 조직학습문화와 혁신행동을 경유하여 디지털 전환에 영향을 미치는 이중 매개모형을 설정하고, PROCESS macro를 활용하여 이를 검증하였다. 지방 공무원 대상 설문조사 분석 결과(N=426), 디지털 리더십은 디지털 전환에 직접적 영향을 미칠 뿐 아니라, 조직학습문화와 혁신행동을 통해 간접적으로 영향을 미치는 것이 확인되었다. 이는 지방자치단체의 디지털 전환을 위해서는 단체장의 리더십과 함께 문화적·행태적 요인이 복합적으로 고려되어야 함을 시사한다. 이러한 분석 결과를 바탕으로 본 연구는 디지털 전환의 영향 구조에 대한 이론적 논의를 확장하고, 지방자치단체의 디지털 전환 추진 과정에서 필요한 실무적 차원의 정책 방안을 제시하였다.
Abstract
To identify the core factors that enable digital transformation (DX) in local governments, this study empirically analyzes the relationships among local government heads’ digital leadership (DL), organizational learning culture (OLC), employees’ innovative behavior (IB), and the level of DX. Recent developments in the public sector highlight the limitations of technology-driven approaches and emphasize the need for cultural and behavioral foundations that shape how digital policies are internalized and enacted within organizations. Reflecting this shift, the study proposes and tests a double mediation model in which DL affects DX not only directly but also indirectly through OLC and IB. Using survey data from 426 local government employees in South Korea and analyzed with the PROCESS macro, the findings confirm both the direct influence of DL on DX and the sequential mediating effects of OLC and IB. The results underscore that digital transformation hinges on the integrated alignment of leadership, organizational culture, and behavioral factors. Building on these insights, the study advances theoretical understanding of the structural mechanisms underpinning DX in the public sector and offers practical policy strategies for strengthening implementation capacity in local government settings.
