디지털 전환이 조직성과에 미치는 영향에 관한 탐색적 연구 - 디지털 가치창출의 조절효과를 중심으로 -

초록

본 연구의 목적은 디지털 전환이 조직성과에 미치는 영향과 디지털 전환과 조직성과 간 관계에서 디지털 가치창출의 영향을 탐색적으로 분석하는 것이다. 분석결과, 디지털 인사․조직 관리 영역인 디지털 기술습득 자원 및 기회, 디지털 예산관리 영역인 디지털 목표달성을 위한 탄력적 예산 운용, 디지털 업무관리 영역인 새로운 기술을 활용한 업무 수행경험, 디지털 가치창출(디지털 전환을 통한 가치창조 업무 확대), 디지털 가치창출과 디지털 기술과 경험의 상호작용, 디지털 가치창출과 디지털 전환 자금지원 규모의 상호작용, 디지털 가치창출과 원격․비대면․재택근무의 협업능력의 상호작용이 조직성과에 정(+)의 영향을 미침을 알 수 있었다. 이를 토대로 조직성과를 높이기 위한 성공적인 디지털 전환의 정책적 방향을 제시하면 다음과 같다. 첫째, 디지털 조직·인사 관리의 혁신으로서 정부 및 공공기관의 조직 내부와 조직 간 관계에서의 전면적인 혁신과 디지털 리터러시 역량 강화 교육을 추진해야 한다. 둘째, 디지털 예산관리의 혁신을 위해 디지털예산회계시스템을 적극적으로 활용해야 한다. 셋째, 디지털 업무관리 방식의 혁신을 위한 현장중심 협업을 지원하는 스마트 업무환경을 구현해야 한다. 넷째, 다양한 영역에서 디지털 가치창출을 도모하기 위해 가치창출의 목표를 대국민서비스 혁신으로 설정해야 한다.

Abstract

This study is to analyze the effect of digital transformation on organizational performance and the effect of digital value creation on the relationship between digital transformation and organizational performance. As results of analysis, resources and opportunities for digital technology acquisition, flexible budget management to achieve digital goals, work experience using new technologies, digital value creation, the interaction between digital technology experience and digital value creation, the interaction between digital transformation funding scale and digital value creation, and the interaction between collaboration ability in remote work and digital value creation were found to affect organizational performance positively. Based on these, the policy implications are as follows: the comprehensive innovation of organizational and human resources management, digital literacy competency education, the active utilization of the digital budget accounting system, the establishment of a smart work environment that supports field-oriented collaboration, the pursuit of public service innovation as the goal of value creation were suggested.
