공공부문 디지털 전환(DX)의 효율적 추진에 관한 연구: 자원 투입 효과의 조절요인 탐색을 중심으로

초록

본 연구는 디지털 전환(DX)의 효율성 제고 방안을 실증적으로 탐색한다. ‘디지털플랫폼정부’를 중심으로 공공부문 DX를위한 자원 투입이 본격화되고 있으나, 자원 투입의 효과 극대화를 위한 전략에 관한 논의는 제한적이다. 조직변화 문헌에따르면, 기술적 변화를 위한 투자의 효과는 해당 기술적 변화에 우호적인 조직적, 관리적 조건이 갖추어져 있을 때 더욱커질 수 있다. 이 점에 착안한 본 연구는 DX의 내･외부적 성과에 대한 자원(resources) 투입의 효과를 검정하고, 자원투입의 효과에 대한 추진방식, 조직문화, 조직구조의 조절효과를 탐색적으로 분석하였다. 2020년 ‘공공부문 디지털 트랜스포메이션 전략에 관한 연구’의 인식조사 데이터에 대한 회귀분석 결과는 성공적 DX를 위한 자원 투입 자체의 중요성을실증하면서, 자원 투입의 영향은 조직구조(집권화 수준)에 의해 조절될 수 있음을 보여준다. 이러한 분석결과를 토대로본 연구는 DX의 효율적 추진을 위한 전략에 관한 학문적, 실무적 논의 활성화의 필요성을 제기한다.

Abstract

This study empirically explores strategies for enhancing the efficiency of digital transformation (DX). As the concept of a 'Digital Platform Government' gains momentum, there's a substantial increase in resource inputs for DX in the public sector. However, discussions on strategies to maximize the effects of these resources remain limited. Literature on organizational change suggests that the effects of investments in technological change can be significantly enhanced when aligned with favorable organizational and managerial conditions. Drawing upon this insight, this research verifies the effects of resource inputs on the internal and external performance of DX and explores how the implementation approach, organizational culture, and organizational structure moderate these effects. The regression analysis of survey data from the 2020 study on 'Digital Transformation Strategy in the Public Sector' not only demonstrates the critical importance of resource inputs for successful DX but also indicates that the effects of resource inputs can be moderated by organizational structure, particularly the level of centralization. These findings highlight the need of invigorating both academic and practical discussions on strategies for the efficient implementation of DX.
