본 논문은 전략-관계적 관점으로 이명박정부의 성격을 분석했다. 민주화를 가져온 87년 체제는 민중주의적 운동과 민주주의의 제도화 간의 이원화라는 구조적 한계를 가지고 있었다. 이를 극복하지 못한 민주세력의 무능에 대한 반작용으로 전문가·엘리트의 정치적 영향력이 증가하고, 사회양극화의 심화에 따른 공동체의 파편화와 공공성의 위기로 반정치주의적 욕망의 정치가 심화되어 이명박정부의 집권이 가능했다. 이명박정부는 법의 지배와 견제와 균형의 원리를 무시하고 전문가·엘리트 집단에 의한 자의적 재량주의를 지배의 원칙으로 추구한다는 점에서 신자유주의가 아니며, 도덕적 가치와 자유주의적 이념이 아닌 실용과 경제성장만을 강조한다는 점에서 신보수주의도 아니다. 오히려 경제성장을 국민적 이데올로기로 삼고 이를 국가 중심적 동원의 방식으로 달성하려고 한다는 점에서 박정희 시대의 국가주의, 개발주의로의 후퇴를 의미한다. 그러나 87년 체제가 탄생시킨 민주주의적 관성의 반발로 이명박정부가 역사블록의 이동을 달성하기는 어려울 것이다.
Abstract
This article analyses the characteristics of the Lee Myung-bak-government from strategic-relational viewpoint. The 1987-system, which brought about democratization, has a structural limitation in its dualistic development of mass (minjung) movements on the one side and institutionalization of democracy on the other. The Lee-government was able to seize political power because political influence of experts and elites increased as a counteraction to the incapability of the democratic powers, who were unable to overcome their structural limitations, and because politics of anti-political ambitions aggravated due to fragmentation of the community and the crisis of the public as a result of a deepening socioeconomic polarization. Since the Lee-government disregards the reign of law and the principle of restraint and balance and promotes a reigning principle of arbitrary discretion by experts and elite-groups, it is neither neoliberal, and since it does not stress ideas of ethic values and liberalism but only pragmatism and economic growth, it is not neoconservative either. Rather, by regarding economic growth as national ideology and by this trying to achieve a state-centered mobilization the Lee-government even retrogresses to forms of statism and developmentism of the Park Chung-hee-era. However, due to the opposition of the democratic inertia that was brought about by the 1987-system the Lee-government will face difficulties in achieving the shift of the historical bloc.
