이명박 정부의 본질에 관한 고찰: 신자유주의 국가인가, 발전국가의 변환인가?

이명박 정부의 성격은 출범 초기부터 보여준 출자총액 제한완화,금산분리 완화 등 규제완화를 통한 친대기업 정책과 공기업 민영화정책 등으로 볼 때 신자유주의 국가로 규정된다. 하지만 다른 한편으로 서브프라임 모기지 금융경제 위기를 대처하는 방식이나 ‘녹색성장’이라는 산업정책을 기획하고 집행하며, 최근 물가상승에 대한 정부의 적극적 개입이라는 시장가격 통제방식에서 본다면 신자유주의적 정부로만 단정할 수는 없는 모습을 보여준다. 그렇다면 이명박 정부는 본질적으로 어떠한 성격의 국가이며, 신자유주의적 성격과 발전국가적 특성의 차이를 어떻게 이해해야 하는가?학계에서는 이미 발전국가 변형의 예로서 김대중 정부와 노무현정부가 채택한 유연적 발전국가나 규제국가를 가지고 설명한 바 있다. 민주화 이후 최근 정권들의 발전국가적 특징은 박정희 정부시기의 발전국가와는 동일하지 않지만 성장 강조, 개입주의 정책, 산업정책의 시행, 정부의 자본에 대한 자율성 확보 등의 특징으로 볼 때근본은 동일한 발전국가의 변환으로 설명할 수밖에 없다. 이러한 현상은 이명박 정부의 경우 초기에는 신자유주의 정책에 기반 한 친기업 정부의 특징을 보였지만 국내외의 정치적, 경제적 위기에 직면하자 과거 발전국가의 특징을 그대로 보여주고 있음에서도 나타남을본 논문은 지적하고 있다. 이러한 특징은 앞으로 등장할 새로운 정부에서도 재현될 것으로 예측할 수 있다.
Abstract
The Lee Myung-Bak government has been seeking the way of neo-liberalistic economic growth based on the pro-business characteristics so-called “business friendly”. However, when the government encountered the global financial crisis of 2008 and the domestic political crisis, it changed the main characteristics of the government from the neo-liberal state into the developmental state which has strong features of capitalist developmental state (CDS). The author argues that since the 1997 economic crisis of Korea the developmental state did not disappear, but has been changed in Korea. During the Kim Dae-Jung administration the developmental state showed the features of regulatory state of crisis management as well as the characteristics of former developmental state. The Roh Moo-Hyun government can be characterized both as a regulatory, trying to regulate large business groups (chaebol) with Monopoly Regulation and Fair Trade Act, and a developmental, trying to increase the competitiveness of Korean economy with the signature of 5 free trade agreements. The Lee-Myung Bak government shows the same pattern of the Kim Dae-Jung and Roh Moo-Hyun governments’ changes of characteristics between neo-liberal state and capitalist developmental state. This shows that after the 1997 economic crisis the Korean government has changes its characteristics and shown the complexity of government characteristics.
