중국의 미중 신형대국관계 구축 제의와 함의

초록

1978년 개혁·개방 이후 중국은 꾸준한 경제성장을 바탕으로 ‘4개 현대화(四个现代化)’를 성공적으로 추진하며 G2로 올라섰고 ‘100년의 치욕’을 벗어나 ‘중화민족의 위대한 부흥’이라는 ‘중국의 꿈’을 실현하려 한다. 도광양회(韬光养晦)는 점차 화평굴기(和平崛起)와 유소작위(有所作为)에 자리를 내주고 있으며 중국은 이제 세력전이까지를 염두에 두고 초강대국 미국에 ‘신형대국관계’의 구축을 제기, 기존 강대국 관계와 국제관계의 재정립을 시도하려 한다. 중국의 신형대국관계 구축 제의는 더 이상 빛을 감추지 않아도 될 만큼 국력이 강화되었으며, 변화를 도모할 수 있을 만큼 외부환경 역시 중국에 불리하지 않다는 중국 지도부의 판단과 일정한 자신감의 반영이라 할 수 있다. 미국은 중국의 동 제안을 원칙적으로 수용하였지만 신형대국관계의 구축을 위한 중국의 요구사항이 일방적인 측면이 강하며 그 일부는 수용하기 어렵다고 인식한다. 이는 양국 간 ‘신형’ 대국관계의 구축이 현실적으로 쉽지 않을 것이며 향후 미중 간 신형대국관계의 구축 여부가 양국이 정체성과 이익 및 전략에 대한 상호인식의 괴리를 어떤 방식으로 어느 정도 줄여 나아갈 수 있을 것인가에 따라 달라질 것임을 시사한다.

Abstract

Since the reform and opening-up policies were introduced in 1978, China has successfully accomplished the "Four Modernizations" and risen to become the "G2" with US thanks to its steady and high rate economic growth. Casting off its "century of humiliation," China now looks forward to making “China Dream”of“the great revival of Chinese nation" come true. With its strategic principle of "keeping a low profile" gradually making its way to "peaceful rise" and "getting something accomplished," China, with the transition of power in mind, has suggested to the US the building of "new type of great power relations," trying to reshape traditional great power relations and international relations. China's suggestion of building "new type of great power relations" can be seen as a reflection of its judgement and confidence that its national power has grown enough not to be hidden its light and external environment is not unfavorable for China to seek such a change, either. Although the US accepted China's suggestion in principle, the US finds China's requirements one-sided, some of which unacceptable, which means that building sino-US new type of great power relations will not be easy in reality and that the prospects of building the relations will be dependant upon how and to what extent the two countries can narrow the cognitive gaps in terms of their national identity, interests and strategy.
