이 글은 중국이 제기한 새로운 형태의 강대국 관계 구상과 그것이 미중관계에 끼칠 영향을 검토하고 있다. 중국은 새로운 형태의 강대국 관계 구상이 미국과의 충돌 가능성을 해소하고 협력관계를 구축하기 위한 시도라고 제시한다. 그렇다면 동 구상을 제기한 것은 중국이 이제 미국과 본격적인 협력을 추구할 의지가 있음을 의미하는가? 중국이 상정하는 협력은 미국이 원하는 협력과 일치하는가? 나아가 양국이 동 구상에 원칙적으로 합의했다는 것은 미중관계가 협력과 경쟁이 병존하는 통상적 강대국 관계로부터 협력이 지배하는 새로운 강대국 관계로 전환될 것임을 의미하는가?이러한 질문에 답하기 위해 이글은 양국 간의 협력을 위해 제기되었던 기존의 제안, 새로운 형태의 강대국 관계에 관한 중국의 구상, 이에 대한 미국의 반응, 그리고 동 구상이 미중관계에 끼친 영향 등을 차례로 검토하고 있다. 이를 통해 이 글은 중국의 구상이 미국과의 본격적 협력보다 보다 더 평등한 관계를 건립하는 데 초점이 있음을 제시한다. 이처럼 미국으로부터 독자적 이익과 지위를 인정받으려는 중국의 의도가 패권을 유지하려는 미국으로 하여금 동 구상을 전면적으로 수용하는 것을 어렵게 만든다. 따라서 동 구상을 통해 미중관계의 새로운 시기를 열겠다는 중국의 기대 또한 실현될 가능성이 크지 않다고 할 수 있다.
Abstract
This article examines a new type of great power relations proposed by China and its implications for Sino-U.S Relations. China has advanced the necessity of building a new type of great power relations in which the U.S.,as a hegemonic power, and China, as an emerging power, avoid strategic conflict and build cooperation. Then, does this really mean that China wants to build a cooperative relation with the U.S.? In particular, does China now really see eye-to-eye with the US regarding the cooperation?Will Sino-US relations be able to enter a new era in which they fully cooperate instead of competing against each other?By examining the ideas and concepts regarding a cooperative relation between the U.S. and China that were raised before, China’s idea regarding a new type of great power relations, responses by the US, and the implications that the idea has for Sino-US Relations, this article suggests that the possibility of China and the US building a new type of great power relations is slim. By proposing a new type of great power relations, China is more interested in securing respect for its core interests from the US, which in turn leads the US to wonder whether the proposed new relation would obstruct its goal of maintaining supremacy in East Asia.
