초록
환경문제 해결을 위한 여러 담론은 인간과 자연의 이상적인 관계설정을 위해 제시되어왔다. 이들은 인간중심적 입장을 강조하기도 하고, 또 한편으로 자연주의의의 규범을 중요시하며 환경문제의 근원을 모색해갔다. 각 담론은 저마다의 유용성을 지녔지만, 인간이 지속적으로 자연과 공생하면서 삶의 질을 높일 수 있는 사회를 창출할 결정적인 대안이 제시되지 못하는 상황이다. 그렇다면 인간과 자연이 조화된 지속가능한 사회는 어떠한 방식으로 이룰 것인가? 위 문제의식에 기반하여, 이 연구는 환경문제의 전지구적 범위와 오염의 광역성 및 복잡성을 주지하면서, 환경에 대한 현사회의 제반적 인식변화 및 사회가치 정립을 재조명하고자 한다. 본 연구는 기후변화 및 자연재해의 피해가 심각해지는 전지구적 환경문제의 사안이 일국차원 혹은 특정행위자에 의해 완화될 수 없다는 문제의식에 기초하여, 환경문제의 해결을 위한 다층화된 거버넌스의 운영구조와 양상을 분석할 목적을 지닌다. 이를 위해 연구는 전통적 국가-사회, 정부-경제 사이의 개입 및 협력관계의 양태와 상이한 모습을 띠며, 초국가적 기구와 기존국민국가의 병행이라는 새로운 방식을 추구하는 유럽연합의 다층적 통치구조의 효율성에 주목하며, 특히 국가정치권력이 지역과 지방정부영역으로 확장되는 운영적 구조와 효율성을 고찰한다. 에밀리아 로마냐 지역의제 21의 이행은 다층화된 행위자의 상호협력과 파트너십이 창출되는 환경거버넌스의 사례로 평가할 수 있다. 지속가능한 발전의 이념과 원칙 준수, 알보르그 헌장의 기준에 부합되는 지표설정과 이행을 실시하고 있는 에밀리아 지역의제 21의 적용은 모범적인 지방정부주도의 환경거버넌스의 이행으로 평가할 수 있다.
Abstract
Given the complexity and wide-ranging aspects of the current environmental problem, a problem-solving method based on the cooperation of various levels of actors is required above all. The operation of environmental governance should be accompanied by changes in the current perception of the environment and the establishment of social values rather than technology-oriented solutions. The key is to avoid the empowerment of independent actors, and to increase mutual cooperation and participation of various actors. This study examines the aspects of multi-layered actor participation and cooperation observed in the operation of EU environmental governance through the implementation and evaluation of Local agenda 21 of the Emilia-Romagna region. The composition of the study is as follows: first, with the theoretical discussion of environmental governance, second, the definition and content of Local agenda 21, and third, the implications and application of Local agenda 21 of Emilia- Romagna, and fourth, the implementation and evaluation of Local agenda 21. Through this, the study examines the sustainability of implementation of the Local agenda 21 of Emilia-Romagna and the degree of participation of multi-level actors led by local government and the creation of partnerships.
