토지피복도 분석을 통한 북한 토지이용의 현황 및 전망

1990년 이후 북한은 경제난이 심해지면서 식량 생산을 위해 농경지로 전환되는 산림지역 면적도 점차 늘어났다. 대분류 토지피복도에 나타난 북한 전체 면적 대비 산림지역이 차지하는 정도는 1988년 전후 약 75%에서 2019년 전후 70% 정도로 분석되어, 북한 산림지역 면적이 축소되었음이 확인되었다. 백두산과 연접하고 있거나 개성공단과 관련 있는 행정구역에서는 산림면적이 늘어난 것으로 분석되었으나, 대부분의 행정구역에서 산림 면적이 감소하였으며 특히 경제개발구, 관광개발구 등 개발 압력이 높은 지역에서 산림 면적이 크게 감소한 것으로 나타났다. 산림지역의 절대면적 감소가상대적으로 큰 행정구역들은 대부분 함경북도, 량강도, 자강도에 집중되어 있다. 시가화지역이 절대면적이나 증감률 측면에서 모두 감소한 지역은 신의주 특별행정구를 포함하여 평안북도에 속하는 행정구역들이 많았으며, 시가화지역 면적 증가율이나 절대면적이 증가한 행정구역들은 주로 자강도와 량강도 등의 경제 또는 관광특구로 지정된지역들과 큰 연관이 있는 것으로 판단된다. 농업지역이 절대면적이나 증가율 측면에서모두 큰 폭으로 증가한 지역은 북한의 북부지역인 함경북도, 량강도, 자강도에 속하는행정구역들이 많았으며, 산림 면적이 크게 감소한 행정구역과 많은 지역이 일치하는것으로 분석되었다. 산림지역의 면적 감소와 농업지역 면적 증가 사이에 상관성이 매우 높아, 농지로의 전용을 위해 산림이 훼손되고 황폐화되었다는 기존의 분석들이 합리적인 것으로 판단된다. 북한 대분류 토지피복 미래 변화를 예측한 결과 북한 서부지역의 산림지역 감소와 반비례하여 농업지역이 확대될 것으로 예측되었다.
Abstract
Since 1990, as North Korea's economic hardship has worsened, the area of forest converted to agricultural land for food production has gradually increased. Based on the land cover map, the percentage of forest area in total land area had declined from 75% around 1988 to 70% around 2019. It is analyzed that the forest area has increased in the Baekdu Mt. area and the Kaesong Industrial Complex area. However, in most administrative districts, the forest area has decreased. The administrative districts where the size of forest area has diminished sharply are mostly located in the west (i.e., North and South Pyeongan Provinces, North and South Hwanghae Provinces) or in the areas that are under pressure for development such as economic development zones and tourism development zones. Changes in the sizes of forest area and agriculture area showed high correlation. Accordingly, the conclusion of other researches that forest development to convert the land for agriculture purposes has led to forest degradation and deforestation is viewed as reasonable. As a result of predicting future changes in land cover in North Korea, it was predicted that the agricultural area would expand in inverse proportion to the decrease in forest areas in the western North Korea.
