수도권 규제완화정책에 대한 정책 네트워크 모형 적용 연구

초록

본 연구는 우리나라 국토공간 관리정책에 있어서 핵심 중의 하나인 수도권정책을 정책네트워크모형을 적용하여 정책네트워크의 유형 및 정책산출의 변화를 중심으로 분석하고자 하였다. 연구기간은 이명박 정부 들어 수도권 규제완화정책이 발표된 시점인 2008년 10월을 전후하여 1년간을 대상으로 하였으며, 문헌조사, 참여관찰 등에 의존했다. 본 연구를 통해 발견된 사실은 정책발표 전에는 폐쇄된 정책공동체가 주도하여 정부 내에서 주로 의사결정이 이루어졌다. 이 과정에는 대통령 자문위원회로서 대통령과 기업가들의 지지를 업고 권위를 인정받은 국가경쟁력강화위원회의 리더십과 의사결정능력이 중요한 역할을 했다. 이 시기에 있어서 정책 산출은 국회의 개입 없이 정부 내에서 취할 수 있는 범위 내에서 대폭적인 규제완화 내용을 담은 대통령령을 개정하는 것이 핵심이었다. 정책발표 후에는 정부 내에서의 논의를 벗어나 발표된 정책에 대해 찬성집단과 반대집단이 이슈네트워크 형태로 정부정책에 대해 대응하였다. 특히 반대집단은 합종연횡을 통해 정부정책에 강하게 반대함으로써 정부로부터 보다 포괄적인 지역발전대책을 이끌어냈고, 더 이상의 근본적인 규제완화를 저지했으며, 반대연합을 결속시키는 효과를 얻어냈다. 또한 국회의원들도 이슈네트워크에 포함됨으로써 의원입법을 국회에 제출하는 형태로 정책변동을 모색했다. 본 연구를 통해 보다 개방적이고 동태적인 측면에서 정책결정과정을 정책네트워크 모형을 통해 설명하려고 했다는 점에서 선행연구와의 차별성을 발견하고자 했다. 그러나 폐쇄된 정책공동체의 경우 기존의 관료제 내지 조합주의적 분석모형과 정책네트워크 모형의 큰 차이를 발견하기 어려운 점도 있었다.

Abstract

This research focuses on analyzing changes in policy network and policy output by using Seoul Metropolitan Area policy, one of the key policies in territorial space management of Korea, as policy network. The study was carried out for a year from around October, 2008, when the deregulation policy in the Seoul Metropolitan Area was announced by the Lee Myung Bak Administration, through documentary survey and participatory observation. It found out that, before a policy was announced, policy-making was led by the closed policy network within the government. In this process, the Presidential Council on National Competitiveness, which was supported and authorized by President Lee Myung Bak and entrepreneurs, showed leadership and played an important role in decision-making. At that time, the key issue in policy output was to amend the Presidential Decree that prescribes significant deregulation to the extent that the government is allowed to do without facing resistance from the National Assembly. After the policy was announced, approving and opposition groups to the policy not just relied on policy debate within the government, but they formed an issue network to respond to the government policy. Especially, the opposition group raised strong resistance through a strategic alliance between political factions, which made the government draw up a more comprehensive regional development policy. It prevented radical deregulation and brought about a more consolidated opposition group. Also, members of the National Assembly, who were included in the issue network, helped submit legislation for policy changes. This study can be differentiated from other precedent researches by analyzing policy decision making process from the policy network perspective with more open and dynamic views. However, in the case of the closed policy community, it was difficult to identify significant differences between the previous studies that focused on bureaucratic or cooperative analyses.
