수정된 Wilson의 규제정치이론을 활용한 규제정치 비교 분석: 한국과 일본의 수도권규제정책을 중심으로

본 연구의 목적은 수정된 Wilson의 규제정치이론을 한국과 일본의 수도권규제정책에 적용하여 규제정치를 비교 분석하고, 이를 통해 제 시사점을 조명하는데 있다. 분석 결과, 규제도입기의 경우 한국은 수도권 과밀화, 분단상황 등으로 인해 대도시 인구집중방지책이 발표됨으로써 수도권규제가 최초로 도입되었고, 이를 시작으로 기업가정치가 도출되었다. 그리고 일본은 지방자치 축소, 지역불균형 등으로 인해 수도권정비법이 제정됨에 따라 규제가 시작되었고, 결국 기업가정치로 이어져 한국과 유사한 모습을 보였다. 규제강화기의 경우, 한국은 위성도시의 팽창 등으로 인해 수도권 인구재배치 기본계획을 발표하여 수도권규제를 강화시키기 시작했으며, 결국 기업가정치를 나타내게 되었다. 그리고 일본은 지역균형의 정체상태 등으로 인해 공장 등 제한법을 개정하여 규제강화를 도모하기 시작했으며, 결국 한국과 같은 기업가정치를 표출하게 되었다. 마지막으로, 규제완화기의 경우 한국은 세계화추세 등으로 인해 수도권정비계획법 개정을 하게 되고, 이를 통해 규제에서 규제완화로 변동되는 전환점이 되었으며, 결국 고객정치를 보이게 된다. 그리고 일본은 대규모 환경친화적인 도시육성의 필요성 등에 따라 중소기업 신･증축허가조건 완화를 발표함에 따라 규제완화로 전환시키게 되고 이는 고객정치로 이어져 한국과 유사한 모습을 보이게 된 것이다. 한편, 이러한 분석을 통해 나타난 이론적 시사점으로는 첫째, 수정된 Wilson의 규제정치이론에 있어서 규제정치의 흐름은 시기별로 기업가정치, 기업가정치, 고객정치로 이어지는 경로의존성을 보인다는 것이다. 둘째, 수정된 Wilson의 규제정치이론은 규제도입, 규제강화, 규제완화의 일정한 흐름을 보인다는 것이다. 셋째, 수정된 Wilson의 규제정치이론에서 규제정치의 시작은 일반적으로 규제정치의 유형 중 기업가정치라는 것이다. 넷째, 수정된 Wilson의 규제정치이론에서 규제강화기는 필연적으로 법률을 동반하게 된다는 것이다. 그리고 정책적 시사점으로는 첫째, 기본적으로 규제정책은 법률을 수반하여야 한다는 것이다. 둘째, 규제완화의 추진배경은 외부적인 여건도 중요하지만 내부적인 여건을 우선적으로 고려하여야 한다는 것이다. 셋째, 지방정부에 대한 수도권규제정책 관련 권한이양이 일정부분 필요하다는 것이다.
Abstract
The purpose of this study is to comparative analysis capital area regulatory policy of Korea and Japan using modified Wilson's regulatory politics theory. According to the comparative analysis, for regulatory introduction period, Korea and Japan were derived entrepreneur politics. In other words, Japan and Korea showed a similar appearance. Regulatory strengthening period are also based in Korea and Japan were entrepreneur politics. After all, it showed a similar appearance. And for deregulation period, Korea look to client politics. Japan lead to client politics that appear to look similar to Korea. On the other hand, the theoretical implications as shown by this analysis are as follows. First, flow of regulatory politics in the modified Wilson's regulatory politics theory from time to time, it is likely a path dependence, entrepreneur politics, entrepreneur politics, leading to client politics. Second, the modified Wilson's regulatory politics theory would seem a constant flow of regulatory introduction, regulatory strengthening, deregulation. Third, the beginning of the regulatory politics in the modified Wilson's regulatory politics theory is usually called entrepreneur politics. Fourth, regulatory strengthening period will inevitably accompanied by a law. And as policy implications, first, that it basically regulatory policy should be accompanied by a law. Second, promotion background of deregulation is that it should primarily consider the internal conditions. Third, it should be handed over part of the capital area regulatory policy authority to local government.
