초록

본 연구는 전통적으로 한일관계는 미국을 포함하는 동북아시아 국제정치의 맥락에 의해 적지 않은 영향을 받아왔다는 인식을 바탕으로 1990년대 후반 이후 한일관계에 영향을 미치는 동아시아 정치지형에 큰 변화가 발생하였다는 점에 착안함으로써 그 변화의 본질은 무엇이고 그것이 한일관계에 어떤 형태로 영향을 미치는지를 밝혀 보려는 것이다. 변화의 핵심은 1) 탈냉전과 9ㆍ11사태 등으로 초래된 미국의 동아시아에 대한 전략적 이해 변화, 2) 중국의 부상 및 중ㆍ일간 경쟁구도, 3) 그와 밀접히 연관되어 발전된 동아시아 지역주의, 그리고 4) 대북한 정책을 둘러싼 한일 간 입장변화 등이며 논문은 기본적으로 이러한 동아시아 국제정치의 구조적 변화들이 과거 한미일 삼각동맹을 주축으로 '진영 간 대립 속의 3국간 상호관계'의 맥락에서 전개되었던 한일관계를 '중일관계 혹은 미일동맹 대 중국의 맥락에서 전개되는 이국 및 다국 간 복합적 권력게임'으로 이전시켰다는 것을 핵심테마로 하고 있다.

Abstract

The Structural Changes in the Korea-Japan Relations: International Factors The purpose of this essay is to examine the impacts of the changes in the characteristics and nature of the political landscape of Northeast Asia in the late 1990s on Korea-Japan bilateral relationships. The cognitive basis of this study is that Korea-Japan relations have been heavily affected by the contexts of Northeast Asian political dynamics. The main changes in the Northeast Asian international politics are, 1) changes of the U.S. strategic interests in East Asia after the collapse of Cold War and the 9ㆍ11 incidence, 2) rise of China and the emergence of Sino-Japan competition, 3) related, the rise of East Asian regionalism, 4) and the widening gap between Korea's and Japan's policies toward North Korea. This article argues that such structural changes in the Northeast Asian political circumstances shifted the main aspect of Korea-Japan relations from the 'trilateral interaction between/among Korea, US, and Japan on the basis of the struggle between huge blocs to the bilateral or multilateral power games in the context of China-Japan relations or US-Japan alliance vs. China.
