중국을 둘러싼 한일관계: 한국, 한반도에서 본 일본의 대중 인식, 정책

초록

본고는 탈냉전 이후 한중일 3국이 모두 수교함에 따라 중일관계에서의 한반도 요인과 한일관계에서의 중국요인의 중요성이 높아졌다는 것을 밝혀냈다. 첫째로 일본의 대한관계 및 대중관계의 여론과 정책의 전개 과정을 비교함으로써 여론과 정책의 괴리가 컸던 냉전기에 비해 탈냉전기에는 그 괴리가 줄어들었다는 것, 그리고 냉전기에는 중일관계와 한일관계가 상대적으로 상호배타적 측면이 강했으나 탈냉전기에 들어 양립되기 쉬어졌다는 것을 실증했다. 둘째로 일본의 대중정책과 한국의 대중정책을 비교했다. 중일 사이의 일정 정도의 갈등을 전제로 미중 간의 긴장이 계속되는 상황에서 공고한 미일동맹을 바탕으로 중국의 공세에 대응한다는 것이 일본의 기본정책이다. 그런데 한국은 확고한 미일동맹과 양호한 한중관계를 바탕으로 북한의 도발을 억제하고 다가올 한국 주도의 통일 가능성을 열겠다는 입장을 취하고 있다. 이러한 점에서 바람직한 미중관계에 대해서 한일 사이에 인식의 괴리가 있다고 볼 수 있다. 마지막으로 그러한 한일 간의 괴리는 극복할 수 없는 것인지 또는 북핵문제의 평화적 해결 등 한일 양국이 공통으로 직면하고 있는 문제를 해결하기 위해 협력함으로써 서로 접근할 수 있는 것인지, 한일 모두 선택의 기로에 서 있다는 점을 밝혔다.

Abstract

This article explores that according to the normalization among China, Korea, and Japan, both the Korean factor regarding the China-Japan relations and the China factor regarding the Korea-Japan relations are more important than ever. First, by exploring the relations between the Japanese views and policy toward China and the Japanese views and policy toward Korea, on the one hand, the difference between the views and policy are decreasing especially after the end of the cold war, on the other hand, the inconsistency between China and Korea during the cold war has been transformed into mutual consistency. Second, by comparing the Japanese policy toward China with the Korean policy toward China, we can make clear the conflicting views regarding the promising prospect of the US-China relations between ROK and Japan. On the one hand, taking the conflict between China and Japan for granted, the Japanese government has decided to contain China by consolidation the US-Japan alliance. On the other hand, ROK has tried to make the solid US-Korea alliance consistent with good partnership relations with China in order to prevent DPRK from military provocations and realize the possible reunification with ROK’s initiative by acquiring both US and China support. However, whether our conflicting views regarding the promising prospect of US-China relations are constant or we can integrate our different views by cooperating mutually for resolving such our common problem like tackling the North Korean nuclear threat, depends on our mutual political choice.
