1972년 중·일 수교 이래 중국과 일본은 정치적 갈등의 요소를 가지고 있으면서도 경제협력의 대 원칙 아래 양국관계의 발전을 이루어 왔다. 이와 같은 공통의 인식은 양국관계를 발전시키는 중요한 기초가 되었다. 그러나 아직도 양국 간에는 풀어야 할 과제가 많이 남아 있는데, 예컨대 과거사 및 감정의 앙금, 주요 이슈에서의 이견 등의 존재이다. 즉 탈냉전 후 협력과 교류의 중요성이 강조되고 있는 바, 양국 간의 관계가 상호보완성과 상호의존성을 강조하는 협력관계로 발전하고는 있으나, 정치·외교적인 측면 모두에서 상당한 갈등 양상을 보이고 있다 할 것이다. 이른바 정경냉렬(政冷經熱)의 양태를 보이는 중·일관계는 지역 내 안정된 안보환경의 모색이라는 필요에 의해 반목과 협력이라는 이중적인 애증관계를 유지하고 있다. 특히 동북아지역에서의 중국과 일본의 동시적인 지역 강국으로서의 부상은 한반도 질서는 물론 동북아 질서에 중대한 영향을 미칠 수 있다. 미국은 미국의 헤게모니에 맞설 수 있는 유일한 세력으로 중국을 상정하고 있는 바, 미국의 세계전략·동북아전략 가운데 중국이 가장 핵심적인 변수라 해도 과언이 아닐 것이다. 또한 미국은 일본과의 새로운 차원의 동맹 규범을 만들어 가고 있는 바, 중·일 관계의 상당 부분은 미·일 관계의 종속변수로 설명되어 질 가능성도 상존한다. 이상에서 동북아의 미·중·일 3국 관계는 미·중 관계와 미·일 관계가 어떻게 결합하느냐에 따라 결정될 소지가 크다. 따라서 동북아 정세 및 한반도의 운명은 불가피하게 미·중·일 3국 관계의 하위체계로서의 구조적 성격을 지니는 측면이 있다 할 것이다.
