Abstract

This paper has a purpose to suggest the China model and the Russian model as the types of digital authoritarianism, then to advise the implication from these to Korea. The China Model has been developed under the circumstances of the lower openness of political liberty, and has created arguably the world’s largest open air digital prison. The China model provides an early glimpse of what digital authoritarianism might have in store. As Chinese surveillance technology improve in quality, the global demand for the China model of digital authoritarianism will likely grow. With 5G networks on the horizon, illiberal and hybrid regimes throughout Asia, the Middle East, Africa, and Latin America will all build out surveillance systems over the coming decade. Russian digital authoritarianism that it from the Chinese model has some technical characteristics. 1) Surveillance of internet traffic by the SORM system 2) repressive legal structure that requires ISPs to install SORM black boxes without control over the information being collected 3) intimidation and state capture of ISPs and other firms 4) information manipulation(rather that content filtration). Russia’s model may be appealing, relative low-tech and low-cost alternative to the Chinese model. Korean freedom on the Net in 2018 by the Freedom House is “partly free.” South Korea is implementing a blocking policy on the Internet in stages, similar to the initial approach taken by China and Russia in the past. Therefore, it is important to try to find consensus with openness to discussions in civil society rather than to expand the state’s direct intervention.
