중국의 군사개혁과 군사현대화에 관한 연구

중국이 추구하고 있는 군사개혁은 변화하는 안보환경 하에서 자국의 이익을 지키고 그 영향력을 투사하기 위해 군사력 강화에 초점이 맞추어지고 있다. 중국 육군은 ‘구역 방어형(區域防禦型)’에서 ‘전역 기동형(全域機動型)’으로 전환을 시도하고 있고, 중국 해군의 경우 대양해군으로의 기치를 내세우며 ‘근해방어형(近海防禦型)’에서 ‘근해방어(近海防禦)’와 ‘원양호위(遠洋護衛)’ 조합형으로 전환하고 있으며, 중국 공군은 ‘국토방공형(國土防空型)’에서 ‘공방겸비형(攻防兼備型)’으로의 전환을 실현하고 있다. 핵전력에 있어서도 중국은 ‘제2포병’을 ‘로켓군’으로 재명명하고 지휘구조 개선, 핵무기의 질적 양적 증가, 그리고 투발수단 및 사거리 확대를 도모하고 있다. 주변의 전략환경과 현재의 전력 수준을 모두 고려해 볼 때 중국군은 자국의 영토에 대한 방어능력과 그 주변에 대한 통제력을 어느 정도 확보한 것으로 보인다. 그러나 이와 같은 국지적인 군사 능력에도 불구하고 중국군이 아직 그 이상의 대양작전이나 원거리 군사투사 능력을 갖추지는 못한 것으로 보인다. 다만 현재 중국이 해외 군사기지 능력을 강화하고 있어 앞으로 중국군의 원거리 군사투사 능력도 발전될 것으로 보인다. 고도의 기술무기가 필요한 현대전의 모습에 비추어 볼 때 중국이 민간차원의 고도기술을 바탕으로 군사력 증강을 도모한다면 중국군은 향후 상당한 정도의 전력을 갖추게 될 것이다. 중국의 강대국화는 궁극적으로 미·중 경쟁 구조를 심화시킬 뿐만 아니라 동북아의 군사 불균형으로 인한 군비경쟁을 초래할 우려가 있다. 특히 중국의 군사력 증강이 제한된 지역에서 방어적인 전쟁을 상정하던 것에서 벗어나 남중국해와 태평양, 그리고 우주를 대상으로 하는 공세적 성격의 첨단군사력 확보를 지향한다는 점에서, 향후 미국 및 일본의 영향권과 충돌하여 동북아 지역에 불안정을 가져올 가능성이 농후하다. 한국이 지역 내의 안전과 평화를 모두 성취하기 위해서는 자주국방태세와 다자협력 등을 통해 중국 군사력이라는 잠재적 위협에 대비할 필요가 있다.
Abstract
A Military Reform that China seeks, focuses on the military strength to protect its interest and to project its influence under the changing security environment. PLA(People’s Liberation Army) Army tries to reorient from ‘theater defense(區域防禦型)’ to ‘trans-theater mobility(全域機動型)’, PLA Navy is shifting its focus from ‘offshore waters defense(近海防禦型)’ to the combination of ‘offshore waters defense(近海防禦)’ with ‘open seas protection(遠洋護衛),’ and PLA Air Force is endeavoring to shift its focus from ‘territorial air defense(國土防空型)’ to ‘both defense and offense(攻防兼備型).’ In the area of nuclear capability, China renamed its ‘Second Artillery’ to a ‘Rocket Forces,’ made an effort to improve on command structure, promote quality and quantity of nuclear weapon and its Delivery means and extended range. Considering both a surrounding strategic environment and its contemporary forces level, PLA is seen to have secure defense ability of its territorial and peripheral control. Despite its local military capability, PLA is still seen not have acquired seas operation or long distances military projection capability. However, as China is now strengthening capacity in overseas military base, long distances military projection of PLA is also expected to see more development. In the light of modern warfare which favors high-technology weapons, if China promotes military enhancement on the bases of high-technology, PLA would be able to possess a reasonable degree of military forces. China’s power ultimately will not only intensify the competition between U.S. and China but will also bring arms race for military unbalance in North East Asia. Especially, China’s military enhancement aims for securing cutting age military force’s offensive tendency in South China Sea, Pacific, and space while breaking away from its defensive warfare in limited areas. It has a fair chance of bringing a instability in North East Asia if it conflicts with the influence of the U.S. and Japan in the future. Therefore ROK needs to prepare potential threat of China’s military through self-reliant defense posture and multilateral cooperation in order to achieve both security and peace in local area.
