Abstract

This study examines how Russia’s model of digital authoritarianism has spread to post-Soviet states and how it has been adopted and adapted depending on each country’s political and social context. Since the 2010s, Russia has developed an integrated digital control model combining legal frameworks, technological infrastructure, and platform ecosystems, justified through discourses of “information sovereignty” and “national security.” This model has also served as a tool for expanding Russia’s political influence across its neighboring states. Focusing on Belarus and Kazakhstan, this study compares the transplantation and transformation of the Russian model based on four analytical dimensions: legitimizing discourse, legal frameworks, technological mechanisms, and platform control. The findings reveal that Belarus has rapidly adopted legal systems, censorship practices, and surveillance technologies closely resembling those of Russia, with heavy reliance on pro-government narratives. In contrast, Kazakhstan has pursued a more flexible approach, selectively reforming laws, gradually building technical infrastructure, and employing relatively neutral justifications such as counter-extremism and youth protection. By analyzing these differences, this study sheds light on the political implications of authoritarian solidarity and legal emulation, as well as the strategic diffusion of digital control models among authoritarian regimes.
