한국의 증거기반 치안에 대한 소고

1990년대 영국과 미국 등의 국가를 시작으로 증거기반 정책이 강조되기 시작하였으며, 치안의 영역에서도 Sherman과 Weisburd 등의 연구자들을 중심으로 증거기반 치안(Evidence Based Policing)이 논의되고 적용되어 왔다. 우리나라에서도 증거기반 치안은 학계와 실무에서 생경한 개념은 아니나, 그 중요성에 비하여 관련 학술연구나 적용을 위한 노력은 다소 미진하였다. 이에 본고는 증거기반 치안에 대한 개념적 논의 및 국내 현황을 검토하고, 증거기반 치안의 발전을 위한 제언을 도출하였다. 주요 제언으로는 증거 축적을 위한 소규모 반복 연구의 필요, 경찰서 수준에서의 적용 및 평가연구 필요, 정책실무 성과지표에 대한 명확한 설정, 증거기반 치안 모델 개발 및 인증 등이 제시되었다.
Abstract
In the 1990s, evidence-based policies began to be emphasized in countries such as the United Kingdom and the United States, and evidence-based policing (EBP) has been discussed and applied in the field of policing by researchers such as Sherman and Weisburd. In Korea, evidence-based policing is not an unfamiliar concept in academia and practice, but efforts to study and apply evidence-based policing have been somewhat lacking compared to its importance. In this respect, I review the conceptual discussion and current status of evidence-based policing in Korea, and derives recommendations for the development of evidence-based policing. The main recommendations include the need for small-scale repeated studies to accumulate evidence, the need for application and evaluation studies at the police department level, the need to clearly set performance indicators for policy implementation, and the development and certification of evidence-based policing models.
