Abstract
The paradigm of evidence-based policing has expanded beyond frontline police work to suspect interviewing. Nevertheless, there is a lack of empirical research on the interrogation methods used by investigative agencies in South Korea. This study aims to propose an evidence-based policing paradigm applicable to suspect interviews to prevent criticism of inappropriate investigative practices. First, this study identified issues with the current suspect interview practices, such as confession-focused interviewing, the absence of a structured interview manual, and problems with statement distortion. Next, the present study reviewed the evolution of investigative interviewing paradigms, verifying the principles and effectiveness of rapport-building, conversation management, and strategic use of evidence as foundational elements of evidence-based interviewing. To implement the evidence-based investigative interview paradigm in South Korea, this study proposed developing a suspect interview manual, promoting collaborative research between academia and practitioners, and providing practitioner training for field application. The development of a suspect interview manual for South Korea should be conducted as the first step in implementing an evidence-based interview paradigm, drawing upon the international PEACE model and the U.S. HIG interrogation manual. Finally, this study proposed a translational approach to embed the evidence-based interview paradigm into South Korea’s criminal justice procedures.
