Abstract

This study was started to support the prevention of the deadlock in the continuous execution of educational policy and occurrence of the political burden by the abrupt resignation of Minister of Education, owing to the Minister's lack of ability, noneffective leadership and his failure of performance, as well as from doubt and attack by the various social groups. The study was designed to discover the statistically and socially meaningful facts about the interrelation among scholastic major and social career of fortyseven former Ministers of Education and their term of office. And it was expected to suggest the useful reference items for the verification of the candidate of the Minister, if only those facts are found by the research. It was found that those who had the experience of high-ranking officials or political ability have the longest term of office among the former Ministers of Education. It was also found that those who had no or scanty experience of high-ranking officials or political ability and those who have been socially condemnned by the moral defects had short term of office as a Minister of Education. From these facts, various devices was suggested, which were aimed at the fostering the leadership and performance of the Minister of Education.
