공공부문 리더십 특성요인 연구: 장관을 중심으로

초록

본 연구는 리더의 특성에 관한 일반적 연구와 공공부문 리더의 특성에 관한 국내외 연구를 검토하여 연구의 주요 특징과 문제점을 분석하고, 향후 한국의 장관에게 필요한 특성과 자질요소 연구를 위한 시사점을 제시하고자 한다. 이를 위해 먼저 리더십 특성 연구의 전개와 한계를 검토한 후, 공공부문에서의 리더나 장관에게 필요한 특성이나 자질이 무엇인가에 관한 연구의 진행과 문제점을 분석하였다. 그동안 공공부문에서의 리더의 특성에 대한 연구는 연구대상 및 범위가 각각 상이하여 ‘결정적으로 중요한 리더십특성 목록’을 작성하는데 별로 성공적이지 못했기 때문에 향후 연구대상과 범위를 한정하고 적절한 공통된 틀을 설정하고 정량적 연구를 보완하여 자료를 축적해 나갈 필요성이 있다. 장관의 능력 및 자질요소에 대한 연구도 포괄적인 제시보다는 조직관리, 인사관리 등 각 분야별로 필요한 능력과 자질요소를 제시하는 것이 필요하고, 정책관리 분야에 있어서도 정책과정이나 내용 및 대상, 환경을 고려한 다양한 측면에 대한 심층적인 분석을 토대로 한 특성요소 발굴에 노력해야 할 것이다. 특히 부처의 특성에 기초한 장관 리더십 연구를 위해 단일부처 중심의 장관리더십에 대한 분석과 리더십 유형화 및 효율적 리더십을 분석하여 평가의 기초자료 축적이 요청된다. 또한 임명권자 특성, 정책특성, 조직(기관)특성, 공식적 비공식적 제도의 특성 및 임기의 불확정성 등 다양한 요소를 고려한 분석과 이러한 분석에 기초해서 조직, 인사, 대외관리 분야별 특성과 자질요소를 도출할 필요가 있다.

Abstract

A number of literature point to the problems of leadership related to general trait of public sector leader in South Korea. The literature on leadership often summarizes the list of trait from the empirical analysis with some specific view so the approach is too narrow to be generalized. What is missing from the current discussion is the relative competence and trait of the ministerial leadership in making critical decisions to manage the complex and dynamic organization, human resource, and policy arena. For establishing the better theory of leadership, this study attempts to suggest several policy implications about the relative competence and trait particularly for the ministerial leadership.
