정부의 내외적 환경에 따른 역대 정부의 장관임명 유형에 관한 연구

우리나라의 경우 장관이 지나치게 자주 교체되어 정책의 일관성이 없다거나 지역편중 인사로 특정 지역이 소외되어 왔다는 등의 문제 제기가 저널리즘의 차원에서 심심찮게 지적되어 왔다. 그리고 최근 들어 그 어느 때 보다 장관에 관한 학문적 관심이 일고 있다. 이에 본 연구에서는 1948년 정부 수립 이래 김대중 정부에 이르는 기간동안 우리나라 역대 역부에서 임명된 장관을 대상으로 임명기준과 그러한 임명 특성이 나타나게 된 원인 즉 영향요인을 정부내적 환경과 외적 환경으로 구분하여 살펴보았다. 그 결과 우리나라 역대정부의 장관임명유형은 대통령의 리더십에 따라, 부처의 특성에 따라, 정부내에서의 시간적 경과에 따라, 그리고 인사행정의 외부환경적 요인이라 할 수 있는 정치적경제적사회적 환경에 따라 일정한 차이가 존재하는 것으로 나타났다. 이러한 본 연구는 선행 연구의 한계를 극복하고 우리나라 역대 정부의 핵심적인 리더라 할 수 있는 장관의 임명 특성을 분석함으로써 장관 연구의 범위를 확대시켰다는데 중요한 의미가 있을 것이다.
Abstract
Characteristics of Minister Appointment in Korea Government Min, Byoung-Ik․Lee, See-Won The personnel policy for minister as the government elites is very important factor in the respect of the raise of the governmental management ability and the solution of social discord. In this connection, this study has been performed with a purpose to examine the appointment criteria for the ministers who were appointed in our country's successive governments from the government founding in 1948 to the Kim Dae Jung government. The determinants of the appointment criteria for ministers were examined by dividing them into the governmental interior factors and the governmental exterior factors. The result of this study is that the appointment criteria for ministers is different by leadership of presidents, characteristic of ministry and the passing time of interior factors and political, economical, and social environment of exterior factors.
