스포츠클럽 정책화를 위한 정부 주도의 시범 사업 과정에서 나타난 정책학습 유형화

[목적] 본 연구의 목적은 정부 주도의 스포츠클럽 시범 사업 과정에서 정책학습 여부를 파악하고 그 유형을 분석하는 것이다. [방법] 2004년부터 2018년까지의 청소년스포츠클럽, 지역동호인클럽, 지역스포츠클럽, 공공스포츠클럽, 현재의 종합형스포츠클럽과 관련된 문헌(사업계획서 및 평가서)을 분석하여 정책학습 여부를 파악하였다. 정책학습 확인을 위한 항목은 정책목표, 정책수단, 정책대상을 기준으로 12개가 설정되었으며, 각 항목은 평가축인 X축(성과와 문제), 반영축인 Y축(반영과 미반영)으로 설정된 4개 분면에 배치되면서 사업 간/내 정책학습 여부가 확인되었고, 유형화되었다. [결과] 연구 결과, 다섯 가지 정책학습의 유형이 나타났다. 정책학습이 이루어진 유형은 세 가지로 이전 정책의 성과가 다음에도 성과로 이어진 ‘성과확산형’, 제기된 문제가 다음 정책 사업에 반영되어, 해결된 ‘문제해결형’, 해결되지 않은 ‘문제반복형’이다. 반면 평가 결과가 미반영 된 유형으로 정책학습이 이루어지지 않은 유형은 ‘성과소멸형’과 ‘문제방치형’이다. [결론] 스포츠클럽 정책 사업의 성과를 확대시키고, 문제를 해결하기 위해서는 정책과정과 환경이 고정적이지 않음을 인지해야함을 시사하며, 스포츠클럽 정책이 그리려는 ‘한국형’에 대한 정책학습이 이루어져야 한다.
Abstract
[Purpose] The purpose of this study is to identify policy learning in the government-led sport club policy and to analyze its type of the policy learning. [Methods] Sport club related documents such as policy plans, evaluation reports and journals published from 2004 to 2018 were analyzed by framework of this study. For identifying the policy learning, 12 items were determined by policy goals, policy means and policy targets. Each item was placed on four quadrants of the X-axis(benefits and problems) and the Y-axis(reflected and unreflected), and was categorized. [Results] This study found out the five types of policy learning. A 'benefit-sustained type' is the type that benefits of previous policy has been led to the benefits of next policy and a ‘problem-amended type’ is the type that previous problem is solved by reflecting on the following policy plans. A ‘problem-continued type’ is the type of problem that has not been solved. On the other hand, A ‘Benefit-diminished type’ and the ‘problem-neglected type’ are that previous results were not reflected. It indicates that those types have not performed the policy learning. [Conclusion] In order to expand the benefits of the sport club policy and to solve the problem, we should recognize the policy process and environment are not static and do policy learning. Furthermore, it suggests that there should do policy learning on what Korean sport club would be.
