이 논문은 주로 서태평양을 중심으로 활동하던 중국 공군이 인도양 지역으로 진출하게 된 배경과 현황을 살펴본다. 이를 위해 영공 및 영토 방어에 제한되어 있던 방어적 전략에서 공격과 방어를 아우르는 전략으로의 군사 전략 변화 내용을 검토하고 그에 따른 ‘공천일체, 공방겸비’의 전략 공군으로의 전환과 무기체계의 현대화 현황을 살펴본다. 특히 중국군의 지정학적 인식 변화와 전략 공간 확장, 지경학적 정책으로서 해양 실크로드와 해양 강국 구상, 일대일로 구상에 따른 인도양 지역 내 중국 공군 자산 확충을 다룬다. 아울러 인도의 대응을 함께 살펴본다. 다시 말해, 종합 국력 신장의 결과로 전략 공간을 확장하게 되었고, 특히 글로벌 강국의 지위를 목표로 원정에 나선 해군을 지원할 공군의 원정이 인도양 진출로 이어진 것으로 파악한다. 끝으로 공군의 인도양 진출에는 인도양 지역 국가들과의 긴밀한 외교적 노력이 필요하고, 특히 인도와의 관계를 고려했을 때, 보다 더 준비가 필요함을 확인했다.
Abstract
This paper deals with the Chinese Air Force(PLAAF)'s expedition to the Indian Ocean. It examines the background and the current situation of the PLAAF's entry into the Indian Ocean region, whose main stage was Western Pacific. To this end, changes in military strategies are reviewed, and the current status of the modernization of the air force's equipment is examined. Since then, as the background for the PLAAF's entry into the Indian Ocean, it presents a change in geopolitical perception, expansion of ‘strategic space’ and expansion of Air Force assets in accordance with the Maritime Silk Road and the Belt and Road Initiative as geoeconomic policies. In addition, this paper examines India's response. In other words, as a result of the expansion of China's comprehensive national power based on economic power, the strategic space has been expanded, and in particular, it is understood that the expedition of the Air Force to support the Navy on the expedition to become a global power led to its entry into the Indian Ocean. In conclusion, it was confirmed that more preparation was needed for the Air Force to enter the Indian Ocean.
