Abstract
In January 2022, the revision of the Local Autonomy Act brought about the independence of personnel authority for local councils. However, organizational authority and budgetary authority remain vested in the heads of local governments, which continues to constrain the full autonomy of local council secretariats. These constraints have increasingly manifested as problems in organizational operations. Accordingly, this study applies a ‘institution–organization–operation’ analytical framework to examine the impacts and limitations of the implementation of personnel authority independence on district council secretariats, focusing on district councils in Seoul. The analysis yields three main findings. First, although personnel authority has been transferred, the absence of organizational and budgetary authority significantly limits the practical autonomy of secretariat operations. Second, district-level councils exhibit structural constraints in terms of personnel and organizational composition. Third, at the operational level, various issues have been identified, including problems related to promotion, transfer, recruitment, and turnover. Based on these findings, this study proposes several institutional and operational improvement measures, including the securing of organizational and budgetary authority, establishment of a Local Council job series, the introduction of integrated personnel management among local councils, the development of internal personnel systems and training programs tailored to local councils, and the creation of intermediate managerial positions.
