Abstract

Currently, the Sejong Special Self-Governing City Council has failed to establish an organizational system to secure the independence and responsibility of the local council as stipulated in the fully amended「Local Autonomy Act」, so reorganization of the parliamentary office is emerging as an important task. Therefore, it is necessary to reorganize the organization through organizational diagnosis and job analysis, and prepare an operation plan that secures independence and responsibility based on this. In this study, although the independence and responsibility of personnel authority and responsibility of the Sejong Special Self-Governing City local council have increased due to the revision of the「Local Autonomy Act」, the autonomy, responsibility, and efficiency have not been secured in the operation of the local council office so far. In order for the city council to play an upright role in the 'new localization era', it will have to go to the policy council. To this end, it started from the recognition of the problem that organizational reorganization must be a prerequisite for strengthening the function and role of the secretariat of the local council. In this study, a survey, FGI, and job analysis were conducted for the local council office staff, and based on this, an organizational reorganization (draft) suitable for the local council office was established in the future. In order to find a way to reorganize the office of the local council, a survey was conducted from April 6 to April 18, 2022 for all the staff of the secretariat. The contents of the survey included functional adequacy, the necessity of reinforcing functions and manpower, the necessity of reducing functions, the reasons for inappropriateness by function, the detailed tasks that need to be strengthened, the reasons and contents of the reduction of functions, the concentration of work, the difference in expertise, the concentration of the work of the standing committee, the standing committee It was composed of differences in expertise, the composition of the standing committee, and development plans.
