본 연구는 미래형 혁신학교 지원사업의 하나로 추진된 행정전문인력 지원사업의 정책집행을 Berman(1978)의 적응적집행이론에 근거하여 체계적으로 분석하는 데 목적이 있다. 이를 위해 본 연구에서는 교육부, 시도교육청의 정책담당자와 학교 구성원(교감, 행정실장, 행정전문인력)을 대상으로 한 개별 면담조사와 FGI를 주요 연구방법으로 활용하였다. 중앙정부 수준의 거시적 정책집행과 시도교육청 수준의 미시적 정책집행을 분석한 결과, 연구의 주요 결론은세 가지로 도출하였다. 첫째, 행정전문인력 지원사업 정책집행에서 시도교육청, 단위학교 등 정책집행 현장의 특수성과재량이 중요하게 작용하였다. 둘째, 시도교육청별로, 학교별로 행정전문인력 지원사업에 대한 이해와 지지, 적응양상에 차이가 있으며, 특히 포섭이 중요한 적응 양상으로 나타났다. 셋째, 거시집행에서 기술적 타당성, 미시집행에서제도화는 행정전문인력 지원사업 집행에서 두드러지게 나타나지 않았다. 본 연구 결과는 지방교육자치제 강화로중앙정부의 교육정책이 시도교육청에서 채택, 집행되는 과정이 점차 다양한 양상을 보이고 있는 우리나라의 교육정책집행 특성을 적응적 집행이론에 근거하여 분석, 이해하는 데 의의가 있다.
Abstract
The purpose of this study is to systematically analyze the policy implementation of the administrative professional’s deployment for the innovative school support projects based on Berman (1978)’s adaptive implementation theory. To this end, in this study, individual interviews and FGIs were conducted for policy officers of the Ministry of Education and the metropolitan and provincial offices of education(MPOEs) and members of the school (vice principal, administrative director, administrative personnel) as the main research methods. Three main conclusions were drawn. First, the specificity and discretion of the policy enforcement site, such as the MPOEs and unit schools, played an important role in the policy implementation of the administrative personnel deployment project. Second, there was a difference in understanding, support, and adaptation patterns of administrative professional deployment programs by MPOEs, and in particular, co-optation was an important adaptation pattern. Third, technical feasibility in macro-implementation and institutionalization in micro-implementation did not appear prominently in the implementation of administrative professional’s deployment projects. The result of this study is the significance of analyzing and understanding the characteristics of Korea's education policy implementation based on adaptive implementation theory, in which the process of adopting and enforcing the central government's education policy by the MPOEs gradually shows various aspects due to the strengthening of the local education autonomy system.
