본 연구는 ‘정책으로서의 혁신학교’는 어떤 것인가, 그것에는 어떤 쟁점이 존재하는가라는 두 가지 질문을 제기하고, 선행 연구 분석과 정책 논증 방식을 활용하여 지난 십여 년의 혁신학교 정책을 분석한다. 정책학적 관점에서 분석하며, 정치 체제의 산출로서의 혁신학교, 정책 목표와 수단의 결합으로서의 혁신학교 정책, 그리고 혁신학교 정책의 집행 과정을 분석한다. 혁신학교는 자발적 정책 수용과 지시받은 현장 기반 학교 변화라는 양면적 성격을 지닌다. 혁신학교 정책은 목표와 수단 모두 모호성이 높다. 반면 정책을 집행하는 과정에서 갈등은 낮다는 점에서 집행에 참여하는 사람의 자유 재량권에 정책 산출물이 좌우되는 실험적 집행 유형의 사례이다. 교장 없는 학교 혁신을 극복하는 일, 모든 아이들이 기초학력을 갖추도록 하는 일과 학생 중심 수업을 전개하는 일, ‘책임 위의 자율’을 강조하면서 자율과 책임의 균형을 잡는 일이 중요하다.
Abstract
This study raises the two questions: what is ‘Hyukshin School as a policy’ and what issues exist in it. This thesis analyzes the Hyukshin School policy by using literature review and policy argumentation methods. This study focuses on the three points of the policy: the Hyukshin School as a result of the political system, the Hyukshin School policy as a combination of policy goals and means, and the implementation process of the policy. Hyukshin Schools have the dual characteristics of voluntary policy acceptance and directed site-based school change. The Hyukshin School policies are highly ambiguous in both goals and means. On the other hand, it is an example of an experimental implementation type in which policy output depends on the discretionary power of the person participating in the implementation. It is important to overcome school innovation without a principal, to ensure that all children have basic academic skills, to develop student-centered teaching and learning, and to balance autonomy and responsibility while emphasizing “autonomy on responsibility.”
