Abstract

This research was conducted in order to identify a determination factor for commitment to trade unions of public officials. It also studied the relationship between the commitment to unions of public officials who have an unique social status and their organizational citizenship behavior(OCB) which is defined as discretionary behavior. First, the findings of the determinant factor analysis were as follows; ‘public officials’ dissatisfaction of leaders or supervisors, ‘the higher level of participation in organizational decision making’, ‘the amicable attitude of colleagues toward trade union’, and ‘the leadership of union leader’ had a significant positive effect on commitment to trade unions. However, ‘the satisfaction level of trade unions’, ‘the atmosphere in labor relations’, ‘acceptance for policy reform’ had no effect on commitment to unions. Second, the relationship between union commitment and OCB showed in the research that higher commitment had a positive effect on the OCB of public officials. At the end of this study, it summarized the results and listed theoretical and practical implication and limitation. It also made some extended research suggestions.
