초록
국민기초생활보장제도의 형성 이후 우리나라 빈곤정책의 향후 발전방향과 관련하여 다양한 선택문제들이 제기되고 있다. 본 연구는 최근 제기되고 있는 이러한 선택문제와 관련하여 서구 선진국들은 어떠한 제도 형태를 취해 있는지에 대한 기초적인 그림을 제공하고자 하였다. 그 결과 서구 선진국의 빈곤정책들에서 다음의 경향들을 발견할 수 있었다. 첫째, 근로능력에 따른 이원적 체계의 구축문제와 관련하여 대부분의 서구 국가들이 이원적 체계를 구축하고 있었다. 둘째, 부양의무자 기준과 관련하여 대부분의 OECD 국가들이 그 범위를 사회부조 신청자와 그 배우자로 상당히 좁게 규정하고 있었다. 셋째, 주택의 경우 대부분 자산조사에서 주택을 제외하였고, 주거급여를 일반 사회부조급여와 분리하여 별도의 프로그램으로 운영하는 경우가 보다 일반적이었다. 넷째, 조건부 수급제도와 관련하여 대부분의 국가들이 조건부 수급제도를 실시하고 있었다. 다섯째, 수급기간 제한과 관련해서는 미국을 제외하고는 명문적으로 수급기간을 제외하고 있는 나라는 거의 없었다. 본 연구는 우리나라가 직면하고 있는 사회부조제도상의 선택문제들에 있어 선진국들은 어떠한 선택을 했는지를 기술하는 탐색적 연구이다. 향후 이러한 선택들의 역사적 배경이나 그 효과에 대한 후속연구가 요청된다.
Abstract
Since the implementation of the National Basic Livelihood Security(NBLS) system, various issues regarding the development of future Korean poverty policy have been raised. This study aimed at providing basic picture regarding to the poverty policy systems that the developed countries have taken.. This study has found the followings. First. with regard to the dual system of poverty policy by work ability, most of the western countries have taken the dual system of poverty policy by work ability. Second, on the issue of family financial obligation, most OECD countries have restricted the family financial obligation only to the applicants and their spouses. Third, most countries excluded applicant's house from means test and had housing benefit programs separated from general social assistance benefits. Fourth, most countries have imposed work requirement on the recipients who had work ability. Fifth, the U.S. was the only country that had lifetime limit on the period that a recipient can stay on welfare. This study was a descriptive one showing the poverty policy systems of the developed countries with regard to the issues that Korea is facing. Future studies are needed to investigate the historical backgrounds and the effectiveness of the various systems.
