이 글에서는 정부의 지역 정책을 중심으로 지역의 생태적 위기와 생태적 전환에 대해 살펴보고자 한다. 정부의 지역 정책은 국토 정책과 환경 정책을 기본으로 한다. 지역이라는 지리적 실체는 다양하게 파악되고 여러 지역 정책들에 의해 변형되고 있다. 이 지역 정책들의 관계와 구조가 지역의 발전에서 관건적인 의미를 갖는다. 이런 관점에서 지역의 생태적 위기와 전환에 대해 살펴보고, 공동자원 연구에서 제시되는 대안을 검토해서 정책적 과제를 제안하고자 한다. 엘리노어 오스트롬의 연구는 공동체가 공동자원을 잘 지키고 유지될 수 있다는 사실을 밝혔다. 이로써 그녀는 공동체가 주변의 자연을 잘 지킬 수 있다는 것을, 즉 기업과 정부가 아닌 공동체가 자연을 지키는 중요한 주체일 수 있다는 것을 밝혔다. 그러나 공동체의 한계도 명백하다. 이 점에서 공동체의 ‘설계 원리’뿐만 아니라 그것이 놓여 있는 ‘다층적 수준’에도 주의하지 않으면 안 된다. 더욱이 한국처럼 개발국가의 문제를 안고 있는 곳에서는 개발국가의 개혁이 공동체의 활성화를 위한 중요한 조건이 된다.
Abstract
In this article, I will examine the ecological crisis and ecological transition of the region, focusing on the local policy of the government. The local policy is based on the national land policy and the environmental policy. The geographical reality of the region is being variously understood and transformed by various regional policies. The relationship and structure of these regional policies have a key meaning in the development of the region. From this point of view, we will look at the ecological crisis and transition of the region and look at alternatives presented in the Common Resources Research and propose the policy issues. The study of Elinor Oström revealed that the community can be well protected and maintained by itself. By this she has shown that the community can keep the nature around it, that is, the community, rather than the enterprise and the government, can be an important subject to preserve nature. But the limits of the community are also clear. In this respect, we must pay attention not only to the ‘design principles’ of the community, but also to the ‘multiple levels’ in which it lies. Moreover, where there is a problem of the developmental state like Korea, reform of the developmental state is an important condition for the activation of the community.
