Abstract
This article studies paternalistic presidential power in Korea in terms of political monopoly. After democratization, the presidents have to share the highly divided political market with other political bosses who command tight political control of their own regions. This weakens political monopoly of the presidents over the politicians. Balance of power among political contenders clinging to regional cleavages and frequent regime changes intensify rule by law, which comes to resemble the rule of law. This diminishes political monopoly of the Korean presidents in the judiciary. The frequent and complete membership change of core power elites every five year encourages bureaucratic opportunism. This weakens presidential power to mobilize bureaucratic resources which was often found in the previous developmental state. Economic development, globalization, the dissolution of the developmental state followed by market liberalization, and the consolidation of shareholder capitalism abate presidential capacity to force the conglomerates to pursue the goals set by the presidents.
