정치의 기본 속성으로서 연합은 정치제도에 의해 성격이나 양상이달라질 뿐 배제되는 것은 아니다. 대통령의 권력이 강한 경우 연합정치에 대한 필요성은 대통령보다 야권정치세력이 강하게 느끼기 쉽다. 민주화 이후 한국의 정치제도는 대통령에게 연합정치를 배제할 만큼강한 권력을 부여한 것으로 보기 힘들다. 이러한 관점이 민주화 이후한국에서 나타난 연합정치를 설명하는 데에 유리하다. 이 글은 한국의 민주화 이후 연합정치 현상 중에서 대통령의 선택을 중심으로 살펴보았다. 한국 대통령의 연합정치에 대한 선택은 정치적 상황에 따른 여야간 세력균형을 통해 설명될 수 있다. 불리한 세력균형에 처했던 노태우, 김대중, 노무현 대통령은 연합정치를 시도했으며, 상대적으로 유리한 조건이었던 김영삼, 이명박, 박근혜 정부는 연합정치를추구하지 않았다. 동일한 제도적 조건에서 연합정치에 대한 다른 선택은 대통령의 연합정치 선택이 제도적 요인보다 세력균형의 상황적조건이 더 중요할 수 있다는 것을 보여준다. 논문 접수: 2016.12.01. / 심사 완료: 2016.12.19. / 게재 확정: 2016.12.19
Abstract
The coalition as one of fundamental properties of politics cannot disappear in any political system. But the ways or timings of political coalitions depend on the institutional and situational conditions. The presidents with weak power have more needs of coalition for the stability of his government than it with stronger power or their opposition parties. I don’t think that Korean presidents have the strong powers without the needs of any coalition in the presidential system and majority system after 1987 transition to democracy. Until 2015 The three presidents chose the coalition government and the other three did not choose the coalition government in six presidents in the same political system. The difference could be explained with the each political situations which showed the level of balance of power as the parliamentary seats or the issue initiatives of presidents.
