미․중관계와 한미동맹: 연루상황하 약소국의 전략적 선택

2013년 60년을 맞는 한미동맹은 탈냉전기 국제체계의 구조적 전환 속에서, 숨겨져 있던 “동맹정치(alliance politics)”의 활발한 움직임을 목도하고 있다. 동맹정치는 정상적인 동맹행위이며, 비대칭동맹이 태생적으로 가지고 있는 동학이다. 탈냉전기 한국과 미국이 인식하는 위협은 전혀 다르며, 한미동맹의 틀 속에서 한국은 방기될 수도, 연루될 수도 있다. 방기를 우려하여 동맹을 강화하면 할수록 연루의 가능성은 높아진다. 타이완, 센카쿠, 북핵 문제는 비구조적인 위협이 미국과 중국의 구조적인 갈등으로 비화될 수 있는 주요한 사례들이며, 한국은 미․중갈등에 연루되고 선택을 강요받는다. 미․중 간의 전략적 사고 속에서 한미동맹이 어떻게 작동할 것인가의 문제는 더더욱 민감해지고 있다. 방기의 우려도, 연루의 우려도 동시에 존재한다. 이 논문은 비대칭적 동맹의 약소국으로서, 미․중 간의 갈등 상황 하에서 어떻게 연루상황을 평가하고 대처할 것인가를 밝히는데 목적이 있다. 이를 위해 한국이 처할 수 있는 연루의 갈등구조 속에서 한국의 선택지에는 편승, 균형, 대기가 있으며, 전략적 선택의 기준으로 승리가능성과 이익배분을 제시하였다. 논문은 한미동맹의 연루를 강요하는 타이완, 센카쿠, 북핵문제라는 세 가지 시나리오의 갈등구조를 분석하고, 한국의 전략적 선택을 전망한다. 나아가서 국가이익에 대한 전략적 판단에 기초하여, 한미동맹 속에서의 한국의 선택으로 호혜적 관계형성, 필요 이익의 제공, 자주국방을 주장한다.
Abstract
The ROK-U.S. Alliance has lasted to this day as a key component of sustaining peace and security of the Korean Peninsula and the Asia-Pacific region. But in the Post-Cold war era, the ROK-U.S. Alliance have experienced ‘alliance politics,’ and various ups and downs in their relationship. When ROK tries to diminish a risk of ‘abandonment,’ it is reluctant to take a risk of ‘entrapment,’ especially amid U.S-China military conflicts. This paper aims at examining the criteria of Korea’s strategic choices in the conflicts between U.S. and China. Korea has at least three options. It can align with U.S. or China by balancing and bandwagoning, or try to avoid taking part in the conflict by waiting. When deciding how to enter the conflict, Korea should calculate with the probability of prevailing and payoff through the bargaining. And three entrapment scenarios as critical cases for ROK-U.S. Alliance seem plausible: declaring the independence of Taiwan, territorial dispute over the Senkakus, and North Korea’s nuclear development program.
