Abstract

Due to the hostility toward immigrants in the United States, the Immigration Act was enacted in 1917. This Immigration Act included three core clauses, and one of them was literacy test. This literacy test was performed to pick out the immigrants who could read a certain level of English. Through this filter called ‘literacy test’, many Asian people and southern Europeans from other than English-speaking countries, were limited to enter the United States. In case of Asian picture brides, they were exempted from this test even though they were Asian people. The picture brides mean the women who left for marriage immigration after receiving a picture from their native men residing in the United States. This study aims to understand the process of how those Asian picture brides such as Japanese and Korean picture brides could be exempted from literacy test through the articles and diplomatic documents of the time.
