Abstract
This study empirically analyzes the usability of online public deliberation through comparison with face-to-face deliberation. To this end, this study established an analytical framework that encompasses the conditions related to effective public deliberation and compared the face-to-face public deliberation of Gyeonggi-do provincial government policy in 2019 and the online public deliberation of Gyeonggi-do provincial government policy in 2020, which were conducted with the same organizer, host, and agenda. The analysis results confirm the significant potential of online deliberation in terms of participation, deliberation, and efficacy. Specifically, compared to face-to-face deliberation, it showed the possibility of improvement in terms of representativeness of participation, activeness and reciprocity of deliberation and received high reliability and satisfaction with the public deliberation process. However, in case of online public deliberation the possibility of restricting participation due to the digital divide remained a problem, and it also showed regrettable results in terms of improving knowledge about the agenda. It suggests that online public deliberation can be usefully utilized in the process of policy formation and decision-making along with face-to-face public deliberation if improvements such as resolving the digital gap and acquiring knowledge are made.
