인사행정 채용과정에서의 온라인 공론화 적용 가능성에 대한 탐색적 연구: 해외 온라인 공론조사 사례를 중심으로

초록

코로나19로 사회적 거리두기가 강화되면서 온라인 공론화가 주목을 받고 있다. 여전히 온라인 공론화에 대한 찬반 논의가 있지만, 온라인 공론화는 공론화과정에서 대표성, 숙의성, 공정성을 확보할 수 있다는 측면에서 활용도가 높다. 온라인 공론화는 인사관리에도 적극 활용될 수 있을 것이다. 일례로 MZ 세대인 공무원시험 준비생들은 온라인 기기 사용에 익숙하고, 시간 및 공간적 제약으로 면대면 공론화 참여가 쉽지 않은 상황에 있기 때문에 온라인 공론화가 그들의 의견을 수렴하는 데 적합한 참여수단이 될 수 있는 것이다. 이를 위해 본 연구는 2020년 이후 젊은이들을 대상으로 미국에서 시행된 온라인 공론화 사례(Shaping Your Stanford, Young Democracy at Home, Shaping Our Future)를 분석하였다. 그 결과 세 사례 모두 온라인 공론화과정에서 사례의 표본 및 이슈 대표성, 공론과정의 숙의성, 운영 과정의 공정성(중립성)을 어느 정도 확보하고 있음을 확인할 수 있었다. 이러한 결과를 고려할 때 향후 온라인 공론화는 인사관리과정에서 다양한 이해관계자들의 의견을 적극반영하고 이들을 위한 인사관리정책을 수립하는 데 기여할 수 있다는 함의를 제시하였다는 측면에서 본 연구는 탐색적 연구로서의 의의를 지닌다.

Abstract

As social distancing is strengthened due to COVID-19, online public deliberation(OPD) is drawing attention. Although there are still discussions about the pros and cons of OPD, OPD is highly useful in terms of ensuring representativeness, deliberation, and fairness in the process of public debate. OPD can also be actively used in the Human Resource Management. The MZ generation, students preparing for civil service exams, are accustomed to using online devices, and in a situation where it is not easy to participate in face-to-face public discussions due to time and place constraints, OPD can be a suitable means of participation to actively collect their opinions. For this purpose, our study analyzed the cases of OPD(Shaping Your Stanford, Young Democracy at Home, Shaping Our Future) conducted in the United States for young people after 2020. As a result, all three cases supported representativeness of case samples and issues in the OPD process, deliberation in the public discussion process, and fairness (neutrality) of the operation process secured by AI-supported automatic arbitrator support. Considering these results, the future of OPD has significance in that it can actively reflect the opinions of many stakeholders in the Human Resource Management and contribute to recruitment policy establishment for them.
