Abstract

This study aims to explore the multicultural special education competencies required of teachers for students with disabilities from diverse cultural backgrounds. To this end, the professional standards of the Council for Exceptional Children(CEC) were analyzed. The findings indicate that the core elements of the CEC standards incorporate multicultural dimensions, emphasizing cultural sensitivity and diversity, inclusive learning environments, equitable assessment, culturally responsive instruction, and collaboration. These standards encompass the attitudes, knowledge, and skills necessary to teach students with varied disabilities and cultural backgrounds. Based on these results, the study suggests the mandatory inclusion of multicultural special education courses in preservice curricula and improvements in in-service training programs for practicing teachers.
